First, you need to set up your console as your home Xbox, then any game you download will be accessible to any profile that logs into your home Xbox console. You can also follow these steps on a secondary console in your house so your primary console only has your account logged in, but your secondary console works for the rest of the family.

My children each have an Xbox one. We live together. We just got Game Pass on my son's Xbox. Do I need to buy another subscription in order for my daughter to use it, too?

Set your daughter's console as the primary console, then add your son's profile with the Game Pass. Then create your daughter's profile. On your son's Xbox One, simply add his profile and you are all set. If this seems too complicated, then yes, you do need two subscriptions.
